The word "ex" signifies that the relationship between you is over. You probably know why he blocked you (which is a perfectly reasonable thing for an ex to do in my opinion). Why he unblocked you is really not your concern.
If he wants to reach out to you... then he will. I wouldn't count on it.
You could send him a message if you want to. He can always block you again.
