There is no reason to prefer "at" to "during," but a native-speaker would probably naturally use "at." You do not want a comma after "name."
I would use 'at' for a specific event or something of fairly short duration and 'during' for a longer period of time. At the turn of the 19th century. During the reign of Queen Victoria.
