Should it be 'was'?

You may imagine that not only the situation of each country but also the way of thinking in the world during the time of Nichikan Shonin were different from now. Especially in Japan, it was the time of national isolation when Japan closed its doors to the rest of world other than China and the Netherlands for about 200 years. This meant that the Japanese government set an Official Law so that people could not go out of Japan and others could not enter Japan.

1. Should it be 'was'? If not, why is 'were' correct?
2. 'Especially in Japan' - is the phrase OK?
3. Why is it 'Official Law' instead of 'official law'?

1. "Were" is used because "the situation of each country," and "the way of thinking in the world" are two separate things.

2. The phrase is OK.

3. "Official Law" is probably the title of these laws, so it should be capitalized.

Students of certain legal systems, including that of japan, recognize the concepts of "official", and "unofficial" law. Look up "legal pluralism".
