The second. When quoting or summarising a question or query the noun-verb order is reversed:

Question: What is the dog's name? (Centrox asked what the dog's name was.)
I wondered "What is the time?" (I wondered what the time was.).

When quoting or summarising a question or query the noun-verb order is reversed. Am I right to say that in some cases, the noun-verb order is not reversed? How do I identify such questions or queries? I have seen a couple of such cases, but I cannot recall them.
