How to ensure verb case is infinitive

I have been asked to look over a worksheet and ensure verb case is infinitive throughout. It is set up sort of "If this/then that"-style. For example:

Company X action(s)...
Complete a review of the Test using the Company X matrix

Leads to:
The teacher has a thorough knowledge of students as individual learners and sets high, worthwhile, and attainable goals for growth.

AND

Company X action(s)...
Design or adapt and teach a standard task with unique instructional curriculum

Leads to...
Encourages active exploration and critical interpretation of print and nonprint text and recognizes multiple interpretations while requiring them to be grounded in the text.

My question is for the Leads to... sections. How can I rewrite entries such as those to make them infinitive? Any help would be greatly appreciated.

Take the sentence verbs and make them infinitives
To have
To set

Now re- write the sentence to tell what the teacher must do.
