We say Men's Division, Women's Division, but why do we say Youth Division instead of Youths' Division or Youth's Divison?

Youth is a non count noun.
I should clarify - in such expressions as "the youth division", "the youth of today", "youth club", etc, "youth is a mass (non count) noun, however, it can also be a countable noun, although this usage is old fashioned. A youth was, in my young days, a male person aged between about 18 and 22. The term was mainly used by older adults.
