Why can't we open our eyes and see clearly in the Indoor swiming pools? Is it because it contains chlorine gas? Can we see clearly at the sea? Will the salt in the sea hurt our eyes?

Your eyes will be irritated either way. I haven't found any problems with seeming clearly in swimming pools, but recognize that there is some literal wave action which distorts images, plus the often blue color of swimming pool linings can shade what you're seeing.
I can open my eyes under water in swimming pools. It can take a bit of getting used to.
