Cps has been called on me, I've already had a case in the past and I am fearful they'll take her this time, can I sign over custody before they take her.

It might depend on where you are, but in most states (USA) I'm pretty sure any such transaction would have to be done through the court system. The idea is that children are not commodities.
Obviously, you are going to need a lawyer.
@Heathnb,
You can petition the Family Court and award temporary custody to a family member. They would take guardianship of the child.
The big question is why does CPS keep investigating your role as a parent?
