Modern science seems to indicate that the universe as we know it is close to 14 billion years old. Via Hubble and the deep field science has determined that there are galaxies 13.3 billion light years away. Could full galaxies have formed in a few hundred million years? Perhaps special relativity is the best explanation and the universe is older or younger depending on where you are in it!

Yes. At their most basic, Galaxies are probably just condensations of Baryonic matter around Gravitationally "dense" areas. As such, they didn't have to accumulate from anywhere, they just had to precipitate out of the super-saturated solution of quantum particles. I would guess they could form quite quickly under those conditions, similar to crystals forming in a super-saturated solution.
