dmv Title dealership-Private registration problem

A friend of mine bought a car from a private party. when he went to register the car and issue a new title. The DMV said that it cannot happen due to the title in the dealership name. While the private party name is on it as a purchaser, we contacted the dealership and asked if any lien was on it. They said the car was paid in full and released. The owner of the car went overseas and cannot contact reach him. We are not sure how to register my friend's car. Is there is a way to get the dealership to do something about it etc? or a lawyer etc?

Well all of this begs the question as to why the owner cannot be reached.

But be that as it may, you probably do need a lawyer, and that lawyer probably has to make a showing of a good faith effort to find the owner (most likely by either hiring a private investigator to go overseas and/or to put an ad in the local overseas paper or the like).

The owner went overseas and we do not have a method of contact to reach him overseas. All the dealings was done through his local phone. His name checks out, his identity checks out, the car is not reported stolen. His identity matches the title. There is nothing wrong with the paper as the DMV said, EXCEPT the dealership name. I am thinking, that the previous owner didn't produce a new title after he fulfilled his payments to the dealership.

You're still (probably) going to have to go through this exercise, sorry. If the DMV won't take it, then they won't take it.

so only Lawyer is the best solution. can the dealership do something about it? especially if the car does not have a problem and since the title in their name.
