is there the "a" article missing in the above before the "closed beach"?

I think you're right but that's the way headlines in newspapers traditionally are written. They want the headline as short as possible, so they cut corners.

Are you sure? US governor suns himself on closed beach? It definitely looks like it's missing an "a" or a "the" there.
