Should it be 'lecture on' instead of 'lecture about'?

I would like to lecture about the following points:

1. The Buddhist terminology of netherworld,
2. The Buddhist concept of “Chu-u”, which is “intermediate existence”,
3. The distinctive feature of “intermediate existence”,
4. Near-death experience.

a) Should it be lecture on instead of lecture about?
b) Which set is correctly punctuated - the first set with commas at the end of the first three sentences or the second with semi-colons ?

From where I stand, either one can be used and be seen as correct.

As to punctuation in the samples given, you do not need to, nor should you, place any punctuation after the numbered items. That is, no commas, no semicolons, no periods. These items are talking points and stand on their own, similar to how they might be listed in a textbook.
