I'm a nurse manager and am frustrated by how much time I spend filling shifts that are an immediate need on my unit (census changes throughout the day and difficult to find people to fill my unit). Does anyone have recommendations on how to stay on top of staffing needs? Are there any programs or software out there that can help make this process easier?

I work in health care and for us its feast of famine. You have to have sufficient staff to cover the busiest times and staff like that all the time. If its slow and people are sitting around sometimes or a lot of the times, well that is just the way the ball rolls. I have a lot of down time and make sure I have stuff to do to keep me busy. There should be no mandatory Flex out in clinical settings.
