Don't know. In the US we call a TV show, whether comedy or drama, which has a different episode every week as being a TV series. I am not familiar with a "TV serial"-that phrase is not used here.
A serial is a single story broken into episodes, whereas a fictional series contains the same characters throughout, but each episode is a different story.
Non-fictional series are also possible.

A good rule of thumb is that with a serial, something like 24, it's important that you watch them in the correct order, with a series it's not so important.
