Should it be 'is' or 'was'?

Senior Division’s chief Jeremy stressed during preparations for the camp that its main purpose was to cultivate independence.

Should it be 'is', as independence is the main aim of the camp even after the camp is over?

If the camp is over, then its aims are discussed in the past tense.

But Cen if it's over than how could we be making preps, and shouldn't it be 'had stressed'

Then, for 'was' we'd again, forgive me, need context. We can suppose for instance that its former purpose was independence but in the meantime was changed to dependence

Edited to note, Cen is right if the idea for future camps of the sort had been abandoned

Preparations for something are made before that thing happens, and we also know that thing is over. Also see the tense of 'stressed'.

Not unless we are discussing something which happened after the preparations, but still in the past. E.g. Jeremy had stressed during preparations for the camp that good behaviour was important, however five campers were arrested for drunkenness.

We have all of the context that we need (or at least the rest of us do)

We can "suppose" that the sky is green or that the Moon is made of cardboard if we want, but why should we?

Even if the aims of the camp changed later on, we are discussing what they were at the time Jeremy was stressing them.
