Which is the correctly-punctuated sentence, the first with a dash or the second with a comma? Or are both correct?

@tanguatlay,
I am not sure what emphasis you want to make on. If you mean that "we can bring out the strength in our men manifesting the World of Buddhahood" and use nonrestrictive clause "symbolized by the 'arrow'" to the noun phrase "men", set off with commas. I might be wrong but I would do so.
