Our efforts to develop the faith and practice of new Buddhist believers is of utmost importance.

1. Is efforts correct?
2. If efforts is correct, should it be are instead of is?

Probably efforts, if you are thinking of the individual new believers, in which case the plural 'are' is necessary.
