The poll of 300 participants -- of which 254 were student leaders -- of the Dream Future Forum organised by the Association of Public Affairs last year yielded some interesting results.
Shouldn't it be 'of whom' instead?

It should be 'of whom' because the participants are people, not things or animals. I have twelve co-workers, most of whom are French, and I have twelve wine bottles, most of which are empty.
For completeness of illustration, I have three cats, all of which are black.
