Can anyone identify this object?

I bought this at an estate sale this summer. I'm not really sure what it's used for. I can see that four candles go in it, but what is the bowl for? I don't think it's a candy dish. The whole thing comes apart, each swan has a bolt at the base which separates from the center ring. It's silver or silver plate, but no marks on it at all.
