When dinner was served, everyone thoroughly enjoyed the delicious fried rice and chicken wings prepared by the Food Committee.

Is it necessary to capitalise food committee?

I'd capitalize it if it's a formal organization. If not, then I wouldn't.

It is not a formal organisation. It is an ad hoc organisation.
