I hear John made an English speech at the graduation ceremony yesterday.

1. Shouldn't it be "heard" since the speech was made yesterday?

2. Shouldn't it be "make" instead?

Thanks.

@tanguatlay,
Maybe you hear today what everyone else heard yesterday when John made the speech.

@tanguatlay,
Hearing about John making an English speech is an ongoing action as the speaker is making the statement.

"I hear that" used in this way means "I have recently heard that".
