He alleged that the police inaction on matters surrounding 1MDB was in contrast to their quick stern action against those, including himself, who criticised the state investment firm and Prime Minister Najib Razak.

It should be him instead of himself. Am I correct?

No. It should be himself. When a person is talking about actions concerning themselves, we use a reflexive pronoun. He is speaking about police actions against (other people and) himself.

He spoke about police actions against himself.

I spoke about police actions against him.

Tang, okay (except for one missing after "quick,") there's a trend away from commas so mebbe you could lose the other two
