Is "at" needed?

Dr Mahathir and former Deputy Prime Minister Muhyiddin Yassin, who have now formed a new party, the United Indigenous People's Party (BERSATU), are expected to speak at the one-day convention, AT which about 1,000 delegates are expected to attend.

Is the "at" necessary? And why, please?

At would be incorrect. One attends events such as conventions, conferences, meetings, etc. One does not attend at them.
