After i finished uni one day, I walked down a busy road to get a taxi. As i was walking I noticed a very attractive man staring at me from across the road (i get alot of stares, guys say that i am an easy 10, which i am.) but there was something empoweing about his gaze, very confident and stern. He walked past me and kept staring. After this incident i keep seeing him on the same road. he tends to get a little closer and has been holding eye contact everytime he sees me, been happening for three weeks. But I tend to get shy so i keep my head straight and look away. the other day as we were walking past each other a man stopped him to talk to him, he looked at me held eye contact, raised his euebrow and nodded upwards, i gave a small smile. I just want to understand if he is trying to approach or not? If so how can I encourage him to approach?

By approaching him yourself.
Stick out your hand. "Hi, I'm Avery19." Smile. Tell him you like meeting new neighbors if you feel obligated to give some reason you're doing that.
Make it brief and then go about your business as usual.
A "very confident and stern" man would most likely have approached you and started up a conversation.
Why would he not approach a "10", then?
Could be he is either married or involved.
Wait for him to approach YOU.
I'm with Jespah and not with Punkey. If you're interested in him, say hi. If you're not, ignore. Life's too short for "no-you-should-approach-me" games, and its not the 50s anymore.
