Those who practise XYZ religion surely will be protected by the guardian deities.
We don’t need to complain and wonder why we cannot enjoy a peaceful life, but always are suffering.
1. Should it be will surely instead of surely will?
2. Should it be are always instead of always are?

I would go with 'will surely' and 'are always'. I can't give a rule, but I bet there is one.
This is similar to your other question. There is no reason to change those locutions, and they are perfectly normal among native speakers.
