In questions of this type, a negatively phrased statement, or one tending towards negative, is followed by the positive interrogative, and vice versa.

Negative statement, positive interrogative:
He never eats meat, does he?
She rarely reads books, does she?
It seldom rains here, does it?
It can't happen today, can it?
You wouldn't lie to me, would you?

Positive statement, negative interrogative
He likes music, doesn't he?
You eat fish, don't you?
You have been to Japan, haven't you?
Many people like cats, don't they?
