If I were rich, I would send my son to the best overseas university if he wanted to.

What is the difference in meaning between the sentences?

The first is incorrect (tense of 'want'). Also it should be 'wanted to go' at the end. However it would be better like this:

If I were rich, and he wanted to go, I would send my son to the best overseas university.
