What is the difference between "Subsidiary Subject" and "Qualifying Subject" in Indian education sys

Hi everybody, I joined Comptroller and Auditor General of India (CAG) as a translator but all of a sudden they put my appointment on hold just because they are confused on the above topic. My degree states that I have Hindi as a "qualifying subject" whereas their eligibility criteria is Hindi as a "subsidiary subject". Your valuable inputs can save my career as I going take up this matter in Court of Law.
