It is not clear what you are asking. If you are asking about dictation, then one says to the person writing "open inverted commas" before the material to be enclosed, then "close inverted commas" after it has been spoken. Likewise "open brackets" and "close brackets".

There are single and double inverted commas.
The term "inverted commas" is mainly used in a British context; however it is a little old fashioned and many people say "quotes" instead. I believe Americans mainly say "quotes".
The marks themselves are called "opening" and "closing" inverted commas or quotes.
