Does " attacks hatched at home by extremists "poisoning the minds" of killers already on American soil" mean "attack plans (that are hatched at the extremists' home country) by extremists ("who poison the minds" of killers who are already on the land of United States)"?

Context:

WASHINGTON — President Obama sought to reassure the nation about his response to terrorism Sunday night, saying the terrorist threat has "evolved into a new phase" of attacks hatched at home by extremists "poisoning the minds" of killers already on American soil.

It means attacks that come from inside the country that are inspired by foreign extremist ideology.

He is saying that the terrorism that the west is most at risk of is not from outside but from people inside the country who are influenced by extremist ideology.

"Attacks" hatched by killers? Or by extremists?
(In "attacks hatched at home by extremists "poisoning the minds" of killers already on American soil.")

On the surface, "attacks hatched at home by extremists" - this grammatical structure clearly tells that the attacks are hatched by extremists. And then the attacked will be carried out by killers? (Both extremists and kills are already on the soil of US?)

The exact wording says that the foreign extremists are "hatching" (giving birth to) the attacks, by "poisoning the minds" of people (influencing them with their ideology) in the US to kill people.

So in this wording, the extremists are external, the killers are inside, and the external extremists create attacks in the US by convincing people inside the US to their ideology.

So "home" refers to "the extremists' home country, not America" in "hatched at home by extremists"?

It's a bad, convoluted paraphrase of what Obama actually said.

This is what he actually said:

"And as groups like ISIL grew stronger amidst the chaos of war in Iraq and then Syria, and as the Internet erases the distance between countries, we see growing efforts by terrorists to poison the minds of people like the Boston Marathon bombers and the San Bernardino killers."

This sentence makes a lot more sense. I didn't notice he was being quoted in the sentence OP provided and that explains a lot of the confusing (and inaccurate) wording.
