In this context it basically means "ends" or "summarizes," Oris. "Cap" is sometimes kinda used as short for "recapitulate." The phrase "to cap it off," generally refers to the last event in a sequence, often one which which kinda "tops" them all, but I don't think that's quite how it's intended here.
