Need help finding solid hydrology resources for GEO101 final

Got a Geology final coming up and didn't do so great on the mid-term (85%). Just looking for some solid resources and insight for one of the questions. If anyone can point me in the right direction it would really help me a lot!

"You are a planner for King County. A segment of a local stream has been hIghly modified over the years; parts have been straightened and deepened, it has been culverted under many roads, and little natural vegetation remains along its banks. Currently it floods regularly, and during extreme rain events, roads become unpassable and floodwaters inundates local neighborhoods. Develop and explain a plan (using hydrologic vocabulary) which is environmentally friendly and will correct the flooding problem."
