Context:

According to more recent studies, which corroborate Kinsey's results, between five and 10 percent of American men reach climax seven times or more a week.

"Anything over six and my ears perk up," says Martin Kakfa, a psychiatrist at Harvard Medical School. With seemingly scientific precision, Kafka defines a sex addict as someone who has experienced at least seven orgasms a week over a period of six months, and spends "one to two hours a day with such activities."

Yeah, it means that he considers 6 or fewer orgasms/week to be normal, but if someone reports more than that, he starts to consider that the person might have a problem.
