The top one percent only pay 20 percent capital gains tax while the top income tax for workers is 38.6 percent. income tax. Should we raise capital gains tax to 38. 6 percent to match the top income tax rate.

Do you know why the capital gain tax is lower than the income tax? Answer that question and you will know why they are taxed differently.
