Los Angeles or Honolulu, which city would be a better place for a homeless person? Considering welfare system, weather, cost of living, job markets, which city would be a better place for a homeless person to rebuild life?

Neither. Both places have very high cost of living rates. Many people are moving out of California due to the extreme drought. Jobs there will also be drying up as farms and ranches and all the connected manufacturing/distribution companies go out of business or relocate. You'll spend a lot of money just getting to Hawaii, and even more on housing once there.

Think about it: MOST consumer goods (FOOD too) is shipped to Hawaii, so everything is expensive.
As of now L.A. is the capital of Homelessness people, based on my research guys.
