i have had 3 twitter accounts but have deactivate 2 of them. i want to open another but after filling out all the rego details i'm told i can't have an account with this computer.
why is this and how do i get around it please?

Twitter says nothing about there being a computer limit. I'm sure there isn't one, but if it persists, try a different IP address.

well it does plainly say multiple accounts are fine, but i'm not having any luck.
as i'm not really computer savvy, how do i get another IP address?

Take your phone or your laptop and try from a location other than home.

Try "incognito" in google chrome.
