PERMUTATIONS vs Combinations

If I have 22 criteria to be rated on, and each criteria can be either good(g),bad(b),excellent(e) or missing(m). I am try to determine the number of possible outcomes for the 22 criteria given that any of the 4 ratings can be used for each one?
I think i use permutations because order matters.

Could it be neither?

It looks like you're sampling from a set of four choices, with replacement, 22 times.
