It's basically about defining job qualifications, training, establishing company policies, pay ranges, and evaluations.

it's a division of a company that provides employment for narks, busybodies, and folks who generally have little, if any idea of social awareness or protocol

He has the administrative power over his own department, He has also the power to hire, to fire, to discipline the employees actions. Lastly he oversees the whole operation of his own department.
Staff has its own specific work within it's department.

HR manager is responsible for developing planning strategies with the line managers on how to make employees more effective. While Staff is more likely on daily task submitted to HR manager. Like Daily Time Record, leave and absences, etc
