The Synopsis conundrum

I have been searching high and low for the answer to this simple question: Do you need to submit a synopsis along with a query letter for an alphabet or number book? If yes, then what would be the appropriate format, as there is no story or characters?

I would suggest it (I'm not an agent; you'd likely do better at AgentQuery).

Since the subject matter is different, you'll probably have to explain something about how your book is different from all the others. E. g. something like -

(Book title) is a counting book with no words. The numbers are composed of airplane parts and the ever-increasing piles of scarves reinforce the counting lesson. There is an image on every page, of a bunny with a top hat on, which a child can search for while looking at the book, either by herself or with a friend or adult.
