i bought a firming hip cream and i think i wasted my money i want wider hips. so will the cream work?

If you want wider hips, eat more ice cream. Firming cream isn't going to do anything in that area. Yes, you were ripped off.
Getting pregnant and carrying the child to term--that's the only guaranteed way to get wider hips.
