Song is unknown although frequently played in Dallas Fort Worth area when a radio station played Dance, Techno, etc type of genres. Not sure of year of song likely in 90's. They have like a bass that stops and starts then other whirling noises likes machines coming on-line the very end of the song sounds like the equipment is chugging away. It is all instrumental I have asked many people on the net and friends etc. If you happened to be watching the Laser Light show that was played in about 2010 at the Texas State Fair it was one of the songs they used. I would be most appreciative of it as I really enjoyed that song.

No idea, and it's likely impossible without lyrics. Have you tried contacting radio stations? They have playlists. They wouldn't know specifically, but they'd be able to (maybe) give you a list so that you could at least narrow it down. They might even be able to give you a list of just instrumental numbers, but don't count on it, as that's data analysis that not every small (particularly indy) station is going to pay for.

Shazam? Soundhound? Many more.....
If you are able to make use of this sort of app, you can use it next time you hear it, maybe.
