You live in Country A and you want a domain in Country B. Registry requirements of country B say and number of things but for a personal website you need to have residency. Are there any services to act as an agent to register a domain under having them hold the registration or
would it be unethical for a friend in Country B to hold the registry for you?
take a look at
DomainsByProxy[/i], among any of a
buncha other anonymous domain hosts. There might be something there along the lines of what you're seeking.
The ethics issue is pretty much your call. Do what you think is best.
