I've Googled the matter with inconsistent results so if there's a dentist in the crowd:
(1) In a sensitive tooth, say one simply worn and not decayed, besides deadening can long-term application of clove oil eventually kill nerve endings
(2) Would such continual application also damage the lips and tongue or how likely

Well, I don't know about clove oil's long term effects. I don't usually pop in just to say I don't know the answer. If I did, I would have answered.
