Finally, it looks like a standard for recharageable batteries, but can I count on all USB Chargers to be safe with every device set up for USB cables?

Pretty much. The issue I sometimes have is that some devices require more current than you get from a standard USB jack. For example, you can't charge an Ipad with a standard USB outlet like you might find on a computer or a car charger.

they scare me.

I keep remembering R2D2 plugging into the wrong interface and blowing all his circuits...

after mowing my phone, I hesitate to smoke it.

That was my concern, too. What I take from engineer's answer is that while some may be inadequate, they are equally safe for whatever you hook them up to.
