There is no Right to Free Speech and Technology needs Control
Going over old ground. There can be no absolute right to Free Speech in any stable society. Even Anarchism is unlikely to allow complete free speech. A tyranny does not have free speech.
A member of government has been reported as saying newspaper free speech is protected by the Human Rights Act. Such an absolute right would allow the incitement to hatred and violence, and much else that even liberals would balk at.
As has been said before. We have Rights according to the society we live in. If we are in a Altruistic Democracy then we have the right to promote and act accordingly.
The Rights Act can give the right to debate ideas of all and any kind. We can debate the idea of incitement to violence, riot, insurrection. We may indeed have the ultimate right to insurrection, where altruism is endangered by tyranny. But freedom to debate ideas, or philosophies, is not absolute free speech.
We must also not be dictated to by unfettered technology. Newspapers and books have their publishers who can be held responsible and liable in law. It is necessary to know and have access to, the publishers and editors of all other forms of the 'media'. This includes the internet. All such traffic should only be accessible by the ordinary public, through particular 'publishers' and 'providers'.
We have to decide between Anarchistic Democracy or Altruistic Democracy, and Tyranny - very difficult!

Sorry this liberal will defend any speak no matter how must I disagree with it and will response by not supporting laws to ban speech of one kind or another but by challenging such speak and ideas in the free market place of ideas.

Second given the internet and the tools such as tor that allow speak that can not be follow back in order to punish the speakers the battle by the censors are already a lost cause even it the creator of this thread is not yet aware of that fact along with many governments that wish to suppress the freedoms of their people.

Short of shutting down the internet and beginning all over again in making an network that could limit and track messages, once more the battle is over with no matter what laws are pass.

My isp or the government can only read the traffic I do not care if they read or not read and trying to change that given the very foundations of the technology is a losing battle.

China can not do it and even NSA of the US government can not do it.

Nor can all the governments in the world control the public postings on websites and at best all that would happen is that websites would go to the darknet where there is zero abilities to track them down.

To sum up you can not uninvented either the printing press or the internet.
