Germany and domain control

Does Germany have stricter domain name rules than the US? For example, are .de domain owners allowed to transfer the domain to any registrar? Are they allowed to control the DNS themselves?

I ask because I suspect my client is getting a bit of a run around from companies he works with. I suspect that the choice of registrar might be limited but that it's possible to have a .de domain and control the DNS directly.
