Facebook rules regarding lottery?

Lets say I wanted to start an online lottery. Where a prize would be raffled off at the end of a set amount of time. People can get free tickets just by joining. Of course i have CPM and other ads on the page too. I would be giving away electronics like phones etc. Would this still abide by all the rules? Plesae only answer if you know the answer no speculations please. Thank you all!

@jcboy,
I'm sorry. I failed to explain it fully. The lottery is an application I made which is on a fanpage tab. Would this be breaking any rules?
