can you determine if two separate websites/ads posted on backpage were posted by the same person/ip address?

Impossible to answer without a lot more information.

Also recognize that people routinely spoof addresses or give inaccurate or incomplete addresses to their hosts (e. g. Godaddy, Rackspace and the like) in order to not be bothered at home.
