I thought this was some kind of program I d/l'd and could use it to read websites. Is that not it?

RSS is a format. There are actually several different formats that go by that acronym and several names that acronym is supposed to mean.

It is not a program.

You can get an RSS reader (which is a program) that will download and display RSS feeds. The overwhelming majority of sites do not have RSS feeds so you'll be stuck mainly with certain sites that syndicate through RSS and things like blogs.
