Is the Feedback & Suggestions section of the YouTube Help Forums the right place to go if you want a

I had an issue dealing with someone I wish to contact on YouTube and apologize to him, but I would like advice about how to contact him. Is posting a topic about this on the Feedback and Suggestions section on the YouTube Help Forums the right folder to post about that in? It's a question about contacting other YouTube members. Or is this more of a social issue? If so, which section should I post in? Please help.
